沿海地区海陆经济一体化的背景、机理和典型区域调控研究

With regard to the integral whole of the ocean and land economy in the coastal area is a quest research. The target is to install reasonably the ocean industry and land industry along the coastal according to the contacting mechanism of ecology, technique, industry between the ocean and land economy, depending on taking the function of coastal industry; which not only avoids conflicting mutually in the use of sea area among the sections concerning sea, but also realizes the coordination between the oceanic divided functional area and the littoral functional area; making the contradiction between the ocean and land economy to get into low degree and increase the synthetical effect and profit between the ocean and land economy .. Main concentration of this research is in three aspects. In the first part we research the basic background of the integral whole of the ocean and land economy. We think: Ocean is the material foundation which is not lack for human society to keep on the sustainable development; coastal zone is carrier of the integral whole of the ocean and land economy, and human land activities have already vibrated the foundation of oceanic sustainable development. The second part, we studied the mechanism of the integral whole of the ocean and land economy from the connection with the ocean industry and land industry 、the integral whole control near the shore waters environment、the research of weak coast ecosystem profit and loss. The third part, we studied the method and measure of the integral whole of the ocean and land economy. We suggest controlling the integral whole of the ocean and land economy from three aspects: On the space, to realize functional coordination of sea area and land area through dividing into the oceanic function area; On the industry, to realize right connect through reasonable oceanic program; We need realize the integral whole control of ecology and environment through the synthetical management of coastal zone. . This research can offer important basis for the sustainable development of coastal areas in our country. At the same time, it has the referential value for planning the oceanic developing program and oceanic divided functional area. Research result has already in the documents now such as the 《 the national oceanic divided function area》 ( the State Council letter[2002]77 number document), national ocean program and etc. Totally, we announce 9 articles the lesson ( another have two due-outs), and become four special subject research papers combining with research topics..

中国沿海地区具有优越的区位、丰富的资源和雄厚的技术经济基础。在仅占全国14％的沿海地区，集中了全国一半以上产值，更集中了全部的海洋产业。但一直缺少海洋与陆域经济的规划，致使海洋经济与沿海陆域经济的矛盾重重。本项研究在理清海陆经济一体化的背景、机理的基础上，致力于在典型区域建立以海陆过渡生态系统为基础的海陆经济一体化模式，为沿海区域海陆经济共同繁荣提供依据。
