外包影响产业技术创新的机制与路径：理论与中国电子信息产业的实证研究

Grasping the mechanism and the path of outsourcing affecting industrial technology innovation is the scientific basis of exploring to enhance the technological innovation capability from the outsourcing perspective, in the process of China's electronic information industry outsourcing has improved continuously. And outsourcing affects the industrial technology innovation through three ways such as the business refocused, the organizational form networked and the increase of intermediate inputs which purchased outside..Based on that, from these ways, the project will build theoretical models to analyze the dynamic mechanism, micro-process mechanism, environmental mechanisms and governance mechanisms of outsourcing affecting technological innovation of the industry.With the system dynamics model, it will deduct the path of the outsourcing affecting industrial technology innovation behavior, process and performance. .On the basis, using the three panel databases which this project will establish, it will make comprehensive use of panel econometric methods and system dynamics simulation method and path analysis for the empirical analysis and case studies, which purpose is to examine the degree that outsourcing has affected the investment, efficiency and productivity of China's electronic information industry technical innovation, and its transmission mechanism, path and environmental factors that outsourcing has affected China's electronic information industry technical innovation. Finally, it will design a policy system to enhance the technological innovation capability of China's electronic information industry from the outsourcing perspective..The study of this project will further improve the basic theory of technological innovation and outsourcing, and will provide a theoretical basis, approaches of implementation and policy recommendations to enhance the technological innovation capability of China's electronic information industry from the outsourcing perspective.

把握外包影响产业技术创新的机制与路径，是探寻在我国电子信息产业外包水平不断提高过程中从外包视角提升其技术创新能力的科学依据。而外包主要是通过业务归核化、组织形式网络化和外购中间投入增加等三条途径影响着产业的技术创新。基于此，本项目将从这三条途径入手，构建理论模型剖析外包影响产业技术创新的动力机制、微观过程机制、环境机制及其治理机制；借助系统动力学模型，演绎外包影响产业技术创新行为、过程和绩效的路径。在此基础上，综合运用面板计量方法、系统动力学仿真方法和路径分析等方法，利用本项目建立的三大面板数据库进行实证分析和案例分析，以考察外包对电子信息产业技术创新投入、效率和产出的影响及其传导机制、路径与环境因素。最后，从外包视角设计提升电子信息产业技术创新能力的政策体系。本项目的研究，将进一步完善技术创新与外包的基础理论；为从外包视角提升我国电子信息产业技术创新能力提供理论支撑、实现途径和政策建议。

在制造业非核心业务外包趋势日益加深的背景下，本项目以中国电子信息产业外包水平的科学测算为基础，系统地考察了外包对中国电子信息产业技术创新行为、技术创新过程和技术创新绩效的影响及其途径与机制。研究发现：（1）中国电子信息产业外包水平呈现出不断上升的趋势，而外包的这种变化趋势源于资本密集度与贸易依存度的提高、市场规模的扩大和交易费用的降低等因素的驱动。（2）外包改变了中国电子信息产业的技术创新行为，对研发投入产生了促进作用；外包的这种影响既源于业务核心化和外购中间投入增加等产生的经济效应，还源于外包对企业规模、技术密集度、经济绩效与外向度等企业特征的改变。（3）外包影响着中国电子信息产业的技术创新过程，促进了技术创新效率的提升；在技术密集度较低、外向度较高的行业中，外包的影响更显著；外包不仅通过促进研发投入增长提升了电子信息企业的技术创新效率，还通过控制企业规模、降低技术密集度、提高企业经济绩效与外向度等途径和机制影响着电子信息企业的技术创新效率。（4）外包改善了中国电子信息产业技术创新绩效，提高了专利产出和新产品产出，但外包的这种影响存在行业差异、区域差异和企业差异；外包不仅通过影响研发投入和技术创新效率等途径作用于技术创新绩效，还通过改变企业规模、经济绩效、外向度和技术密集度等渠道机制影响着技术创新产出。.通过以上内容的研究，本项目较为系统深入地揭示了外包影响中国电子信息产业技术创新的内在规律，并构建起一个OCPP理论分析框架。本项目的研究，既为探讨中国电子信息产业技术创新能力提升问题提供一个新视角，又为技术创新研究提供了一个新的理论框架。同时，本项目的研究，丰富和发展了技术创新理论与外包理论，具有重要的理论价值；也为政府从外包视角提升电子信息产业技术创新能力提供了决策依据和政策建议，具有重要的实践意义。
