Understanding and interpretation of remote sensing images have important scientific significance as well as application values. Currently, the development of remote sensing image interpretation technology suffers from the lack of collaborative innovation mechanism. In this project, we propose to advance the development of remote sensing image interpretation technology via contests, which also guide the research to real-world applications. This project aims at designing and implementing a remote sensing image interpretation contest, as well as investigating and practicing the collaborative innovation system and mechanism. In this way, the experts and researchers from this field can work collaboratively at the following aspects: 1) to analyze the characteristics and the needs of remote sensing image interpretation; 2) to investigate the method of building a standard test sample database; 3) to design the evaluation criteria for the contests. In this project, our objective is to build a collaborative innovation system and mechanism, through which experts and researchers from related fields will achieve consensus on the design and practice of remote sensing image interpretation contests. Both the system and the consensus lay a solid foundation for building a standard evaluation platform for development of remote sensing image interpretation technology in the future.
遥感图像解译的方法研究和技术突破具有重要的理论意义、科学价值和应用价值。目前的研究中缺少协同创新的体制机制,严重制约了研究的发展。本项目提出通过遥感图像解译竞赛,促进研究为具体应用服务,并推动研究自身的发展。本项目拟针对遥感图像场景和目标解译竞赛的设计与实施,开展体制机制方面的研究与实践,使得该领域的专家和研究人员能够协同合作,共同在以下方面进行深入研究:分析遥感图像解译的需求和特点,探索规范化样本数据库的建立方法,研究竞赛的测试评估标准体系的设计方案等。本项目的研究目标是建立协同创新的体制机制,充分调动该领域的研究力量,在竞赛设计与实施方面达成主要共识,为后续建立遥感图像解译方法测试评估系统平台打下坚实的基础。
协同创新机制体制对遥感图像解译研究有着重要的意义,可以充分调动该领域的研究力量,通过协同合作高效地解决遥感解译领域的突出问题,推动遥感图像解译研究的深入发展。本项目借鉴国内外相关领域的成功经验,并组织广大研究学者进行研讨,探讨了一套适用于遥感图像解译研究的协同创新体制机制,分析了遥感图像解译的需求和特点,初步确定了遥感图像解译竞赛的内容,包括舰船检测和车辆识别两大类。本项目进一步制定了规范化样本数据库的建立方法和竞赛测试评估标准体系方案,搜集了舰船检测和车辆识别的测试评估数据,制定了评测标准,搭建了遥感图像解译竞赛网站,为下一步的遥感图像解译方法评测评估平台建设提供了充足的前期工作和保障。
