澜沧江流域水资源的多利益主体协同分配机制与优化调度研究

Taking the basis of the preliminary research on optimal allocation and scheduling of resources by DUFE members, and the data on hydrological and water conservancy of the Lancang River Basin (LRB) collected and research on the runoff variation of the LRB, by partner, HUANENG LANCANG RIVER HYDROPOWER CO.,LTD (shorter for HUANENG), the project aims to develop multi-agent coordinated allocation mechanism and optimal scheduling for water resources in LRB, by applying game theory, mechanism design theory and optimization techniques. It is one of the Cultivate Program of the Major Research Plan "Runoff Variation and Adaptive Utilization of the Source Area of Southwest Rivers in China", funded by NSFC . .The main research contents of this project include, 1) establish cooperative game models to describe international water resource allocation of the Lancang-Mekong River Basin on the basis of the Lancang-Mekong River Cooperation Framework to solve the allocation problem of international water resource between the upper and lower reaches of the Lancang-Mekong River; 2) establish centralized and decentralized multi-agent coordination models for the water resource allocation problem in the LRB and design incentive mechanisms, and 3) establish multi-objective programming models for the cascade reservoirs’ joint optimal scheduling problem and develop algorithms to solve the problem.. .The research finding of this project will be of great realistic significance and broad application prospects by providing theoretical support and policy recommendations for realizing the sustainable utilization of water resources in the LRB and for sustaining the economic and social development of the provinces and countries in the Lancang-Mekong River Basin.

本课题作为“西南河流源区径流变化和适应性利用”重大研究计划的培育项目，在项目组前期资源优化配置与调度研究成果的基础上，结合华能澜沧江水电股份有限公司掌握大量的水文水利数据资料和澜沧江径流变化规律的研究优势，旨在围绕澜沧江流域上下游国家之间国际水资源分配，澜沧江流域水资源多利益主体决策机制和梯级水库优化调度问题，应用博弈理论、机制设计和优化技术，提出多利益主体协同的水资源分配机制和梯级水库群的优化调度方法，建立澜湄合作框架下澜沧江流域国际水资源分配的合作博弈模型；建立集中式和分布式模式下澜沧江流域水资源的多利益主体协同分配模型，并设计激励机制；建立澜沧江流域梯级水库群联合优化调度的多目标规划模型及求解算法；研究成果对实现澜沧江流域水资源的可持续利用，支撑澜沧江流域区域国家和省份经济社会发展，提供理论方法支持和政策建议，具有重要的现实意义。

作为“西南河流源区径流变化和适应性利用”重大研究计划的培育项目，在总结和分析重大研究计划关于径流变化规律及其对环境和气候变化影响研究成果的基础上，考虑上下游国家跨国水资源的分配限制，分析我国发电、供水和防洪等多元利益主体决策协调机制，提出澜沧江流域水资源分配的多利益主体协同分配机制方法。具体包括：1）建立澜湄合作框架下实现多方合作共赢的国际水资源时空分配的合作博弈模型；2）建立集中式和分布式决策模式下澜沧江流域水资源的多利益主体协同分配模型和激励机制，为我国澜沧江流域水资源分配的多元利益主体之间集中式或分布式决策协调机制提供科学依据。研究成果在国际主流期刊EJOR、MP发表论文5篇，国内管理学核心期刊录用论文1篇，在审论文 3 篇，培养硕士研究生 5人。研究成果作为集成项目“西南河流径流适应性利用与调控”（大连理工大学张弛教授负责）的重要组成部分，成功申请并获得了国家自然科学基金为重大研究计划的集成项目。研究成果为实现澜沧江流域水资源的可持续利用，支撑澜沧江流域区域国家和省份经济社会发展，提供理论方法支持和政策建议.
