技术、偏好共同演化下的产业政策动态调适机理研究

Industrial policy is not only an important point in implementing the structural reform of supply side in the new era, but also a basic intersection point for various contradictions and disputes in the new era. From the perspective of the co evolution of preferences and technology, this research aims to provide a general analytical framework for the current interpretation of the path mechanism and theoretical logic of industrial policy. Around the research purpose, this paper mainly studies three aspects: (1) study on the mechanism of dynamic adjustment of industrial policy theory and co evolution of technology and preference; (2) co evolution simulation technology, preference of industrial policy under the dynamic adjustment mechanism; (3) technology, preference co evolution case under dynamic industrial policy adjustment. Economics and industrial policy, industrial economy theoretical research proposition and dynamic analysis method of cross combination, the integrated use of simulation, data mining, text segmentation and other emerging technologies is the feature of this paper and the main innovation evolution closely. Based on the technology and preference theory of coevolution mechanism, industrial policy adjustment of the dynamic simulation analysis and case study, this thesis can not only reveal the supply side and demand side interaction under the influence of industrial policy in the adjustment mechanism, and can provide a theoretical basis for the adjustment of industrial policy direct current supply side structural reform under the transformation.

产业政策既是新时期贯彻供给侧结构性改革的重要着力点，又是新时期诱发产业发展多种矛盾和各种争论的基础交汇点。从偏好、技术共同演化的视角出发，本课题力图为当前诠释产业政策的路径机理和理论逻辑提供一套一般化的分析框架。围绕课题研究主旨，本课题主要研究三方面的内容：（1）技术、偏好共同演化下产业政策动态调适的理论机理研究；（2）技术、偏好共同演化下产业政策动态调适机理的模拟仿真；（3）技术、偏好共同演化下产业政策动态调适的案例实证。紧扣演化经济学和产业政策理论研究前沿、产业经济命题与系统动力分析方法交叉结合、综合使用模拟仿真、大数据挖掘、文本切词等新兴技术手段是本课题研究的特色和主要创新。基于技术、偏好共同演化下产业政策动态调适的理论机理、模拟仿真和案例实证分析，本课题不仅可以揭示出供给侧和需求侧交互影响下产业政策的内生调适机理，而且可以为当前供给侧结构性改革下产业政策的调适转型提供直接的理论依据

自2016年林张产业政策之争引发社会广泛争议以来，产业政策如何转型联动经济发展方式转型乃至市场政府关系等大量深层次问题，持续成为社会关注的焦点。2018年以后，虽然国家相关部门明确未来产业政策要坚持“竞争中性”这一根本性原则，但有关产业政策转型议题的讨论也并未尘埃落定。尤其在数字经济下产业发展热点散乱、地方政府投资新兴产业领域风险加剧、消费偏好内卷与产业升级步调不一等多重因素的影响下，在新时期如何运用产业政策和深入推进产业政策转型仍是一个亟需解决的重大现实问题。. 本课题从技术、偏好的共同演化入手，力图对中国现时期产业政策转型的思路进行较为体系化的梳理和论证。围绕这一主题，本课题宏观、中观和微观三个层次入手，对产业政策的调适机理与路径作了三个层面的探索与研究：（1）技术、偏好共同演化下产业政策调适的经济史和思想史回溯与中国镜鉴。此方面沿袭贾根良（2005）演化经济学的论证思路，结合中国经济演进历程，将产业政策与发展中国家的崛起路径相联系，扩展形成一系列研究成果。（2）技术、偏好共同演化下的宏观经济走向与产业政策调适。此方面通过实证研究，着力研究了后赶超时代和“双循环”背景下中国产业政策的调适取向。（3）技术、偏好共同演化下产业政策调适的微观作用机理。此方面结合演化博弈模型，重点研究要素驱动向创新驱动转型背景下产业政策的调适机理与路径，其中着力了比较了技术、偏好共同演化下消费端政策供给与供给端政策供给、央地演化博弈下的产业政策调适的效果差异与政策选择导向。. 在课题研究的实际执行过程中，课题研究的视角宽度略高于原研究方案。截至2021年12月，课题共发表论文8篇，其中CSSCI刊物论文5篇（含扩展版），专著1部，会议论文1篇，其中被人大复印报刊转载1篇，另有多篇论文在投。课题形成的研究结论对产业政策转型的理论探索、中国经济学的理论总结以及地方政府产业政策的制定都有一定的参考意义。
