基于产学研跨组织知识集成网络的战略性新兴产业集群机制研究

Cultivation and development of strategic emerging industry clusters have become a leading force driving the future economic and social development of China. The core of strategic emerging industry cluster is to improve the technical capacity of industry, while the basic approach is to build efficient cross organizational knowledge integration innovation system.. In recent years, around emerging new technologies, key technologies and common technologies, a number of cross organizational knowledge integration research institutions have come into being. The proposed research project tries to solve the so called problem of “high-end industrial, low end technology" within strategic emerging industries. With a whole viewpoint of innovation value chain, added mechanism will be analysized during the transfer process of innovative value within university-industry cross organizational knowledge integrated network, followed by mining enforcing factors and incidence relation affecting the transfer performance of innovation value, especially tacit knowledge. Then, based on the industry “seed” created and implanted through industry-university knowledge integaration network, a network model of strategic emerging industry clusters is built and coordination mechanism is explored. Finally, China's aviation hi-tech industrial parks are chosen as the typical cases to inspect and correct the methods and suggestions derived from the research project, and a set of solutions and policies will be refined which can solve the problems for innovation value transfer within strategic emerging industry cluster network.

战略性新兴产业集群的培育与发展已成为引领我国未来经济社会发展的重要力量，战略性新兴产业集群的核心是提升产业技术能力，基本途径是构建高效运行的产学研跨组知识集成创新体系。. 近年来我国围绕战略性新兴产业的前瞻性技术、关键技术、共性技术，涌现了一批产学研跨组织知识集成机构。本课题针对我国战略性新兴产业仍然存在的“高端产业,低端技术”问题，以创新价值链的整体视阈，分析产学研跨知识集成网络创新价值流转的增值机制，挖掘影响创新价值流转绩效特别是隐性知识流转的关键影响因素及其关联关系；在此基础上，基于产学研跨组织知识集成网络的产业“种子”创生与植入,构建战略性新兴产业集群的网络型模式；研究战略性新兴产业集群网络的协调机制；最后以我国航空高技术产业园为典型案例，检验与修正本项目所揭示的机理及所构建的方法、方案，提炼一套可借鉴的战略性新兴产业集群网络创新价值流转的解决方案及政策措施。
