环境规制影响企业绩效的过程、关键因素及作用机理——以重污染企业为例

Current research emphasized the impact of environmental regulation on foreign direct investment,while neglected the impact on local companies. At present ,the research on the effects of environmental regulation on firms' performance still has many blind spots in China, this project is focusing on the process, key factors and its mechanism by using the qualitative methods such as literature reading, depth interview, combining with the quantitative methods such as structural equation model and regression analysis. First of all, we make clear the changes of enterprise management behavior characteristics and the performance after environmental regulation ,analyze the process of enterprise management changes after environmental regulation;Then, abstract the key factors influenced the enterprise performance changes through the environmental regulation; After that, we get a clear understanding of the internal mechanism that environmental regulation influence on enterprise performance by using industry economics and institutional economics theories; we make empirical research on these basis. Finally, modify the related models on the basis of the new problems and new situations found in the research. This study will ascertain influence process and factors of environmental regulation on business performance empirically , reveal the influence mechanism of environmental regulation on business performance theoretically, provide theoretical and practical basis for our country enterprise in adapting to the regulation and create performance after the environmental regulation . The study has important theoretical and realistic significance to perfect the enterprise management, improve firms' performance, and get double-win in economic and environmental protection.

偏重环境规制对外商直接投资的研究而相对忽略了其对本土企业的影响，目前我国关于环境规制对企业绩效影响方面的研究尚存在诸多盲点，本项目采用文献阅读、深度访谈等定性研究方法，结合结构方程模型、回归分析等定量研究方法，主要关注环境规制影响企业绩效的过程、关键因素及其作用机理。首先，明确环境规制下企业管理行为特征以及绩效的变化，分析环境规制对企业绩效的影响过程；然后，提炼环境规制影响企业绩效变化的关键因素；之后，运用产业经济学、制度经济学理论，明确环境规制对企业绩效影响的内在机理；在此基础上进行实证研究。最后，依据研究中发现的新问题、新情况对相关模型进行修正。本研究将从实证中探明环境规制对企业绩效的影响过程和影响因素，从理论上揭示其中的内在机理，为我国企业适应规制提高绩效提供理论和实践依据。研究对完善企业管理、提高企业绩效，获得经济和环保双丰收，具有重要的理论和现实意义。

对重污染企业进行环境规制一直是国家环境污染防治的重点。严格的环境规制势必对企业绩效产生较大的冲击。只有将环境规制同企业绩效结合起来，既关注环境规制的环境效果，又关注企业绩效的提高，才能保证企业和社会获得双赢。.项目以重污染企业为研究对象，以规范研究与实证研究相结合的方法，主要探讨了环境规制下企业环境管理现状以及环境规制对企业绩效的影响机理，通过构建“环境规制-企业绩效”、“环境规制-企业管理-企业绩效”、“环境规制-市场结构-企业管理-企业绩效”、“环境规制-资源管理-企业绩效”四个模型，形成如下相关结论：.第一，环境规制既是企业主动型环境战略的强制驱动力，又是企业实施主动型环境战略的决策动因和持续动因，是影响企业环境行为的重要因素。.第二，命令控制型环境规制对企业绩效无显著的影响，市场激励型环境规制和自愿型环境规制对企业绩效均有显著的正向影响，且自愿型规制的影响力要强于市场激励型规制。.第三，环境规制对企业绩效的影响，首先是影响管理者的管理感知。积极的管理认知能够促进企业实施绿色管理，推动企业战略转型。管理认知、环境管理、成本竞争优势、差异化竞争优势均是环境规制影响企业绩效的关键驱动因素。.第四，通过构建ESCP框架体系，探讨了环境规制影响企业绩效的内在机理。实证研究得出，环境规制对市场结构和企业行为能够产生显著的正向影响，市场结构对企业环保行为的影响不显著，企业环保行为对企业绩效的影响不显著。.第五，环境规制对企业绩效的影响过程中，资源及资源管理在其中发挥重要作用。环境规制对企业绩效的影响，是通过资源管理来实现的。.研究结合我国实践，关注现行环境规制对企业管理行为的影响，明确了企业环境行为的主要影响因素；探讨了环境规制对企业绩效的影响过程，识别出关键影响因素，明确其作用机理，为企业管理战略的制定提供依据。同时研究为评价环境规制政策的有效性提供了微观依据，为未来环境规制政策优化提供方向。
