The stability analysis and control method has been studied which relies on the local dynamic measurements on transmission network. GPS based PMUs are considered as information sources. The performance of a combined SCADA system including PMU has been analyzed. An optimal placement criterion of PMU has been proposed. With the local dynamic measurements, transient stability evaluation criterion has been proposed, identification of critical cluster has been established and the transient transmission limit can be estimated. It is useful for building a reliable and logically concise transient stability control system to prevent loss of stability after contingencies.
