深度贫困地区扶贫组织合作网络的复杂性研究

The No. 1 document of the central committee of the CPC in 2019 emphasized that "we will use concerted efforts to carry out precise policies, make a decisive decision to overcome poverty and focus on the poverty-stricken areas". The phenomenon of "Helping out of poverty, Shake off poverty and Return to poverty again" prevails in deep-poverty areas, which requires the cooperation of various poverty alleviation organizations. Instead of the usual static perspective and single stage research method, this project intends to adopt the method of complex adaptive system to systematically study the complexity of the organization and cooperation network in deeply poverty-stricken areas from the whole process of poverty alleviation and development. This project takes "feature analysis-structural analysis-performance evaluation-collaborative governance-empirical research" as the Underlying rationale. First of all, it studies the characteristics of the cooperative network of poverty alleviation organizations from two dimensions, the identification of the characteristics of the complex adaptive system and the multi-agent adaptive mechanism; Then it applies the social network analysis method to analyze the poverty alleviation organization cooperation network structure measurement, constructs the poverty alleviation organization cooperation network performance appraisal model; in addition, the project researches the governance mechanism of cooperative network system of poverty alleviation organizations from three dimensions: trust governance, conflict governance and communication governance; in the end, the project carries out case studies by taking the Liangshan prefecture as an example, and discusses the methods to optimize the performance of the organization's cooperative network. Research results of this project will provide theoretical support and practical guidance for optimizing the cooperative management of organizations in poverty alleviation.

2019年中央一号文件强调“聚力精准施策，决战决胜脱贫攻坚，主攻深度贫困地区”。深度贫困地区普遍存在“扶贫、脱贫、再返贫”的发展现象，需要各类扶贫组织协同合作。本课题一改往常静态视角、单一阶段的研究方法，拟采用复杂适应系统理论，从扶贫开发全过程对深度贫困地区扶贫组织合作网络的复杂性进行系统研究。.本课题以“特征分析——结构分析——绩效评价——协同治理——实证研究”为逻辑主线，首先从复杂适应系统特征辨识、多主体适应机制两个维度分析扶贫组织合作网络特征；继而运用社会网络分析方法剖析扶贫组织合作网络结构测度，构建扶贫组织合作网络绩效评价模型；从合作网络信任治理、冲突治理和沟通治理三个维度研究扶贫组织合作网络治理机制；最后，以凉山州扶贫组织合作网络为例进行案例研究，探讨优化扶贫组织合作网络绩效的方法与途径。该项目研究成果将为优化扶贫开发中组织合作网络管理提供理论支撑与实践指导。

深度贫困地区普遍存在“扶贫、脱贫、再返贫”的发展现象，需要由政府、企业、NGO、专家团队和志愿者等各类扶贫组织协同合作，是大量异质性主体通过交互作用产生的复杂系统。本课题基于复杂适应系统理论和多组织合作理论，运用网络分析和系统分析的方法，以“特征分析——结构分析——绩效评价——协同治理——实证研究”为逻辑主线，对深度贫困地区扶贫组织合作网络的复杂性进行系统研究。经过三年的不懈努力，课题组如期完成研究目标。该项目研究成果在一定程度上为优化扶贫开发中组织合作网络管理提供理论支撑与实践指导。
