中国－东盟跨境高等教育服务合作与质量保障研究

The project is mainly based on the fact that cross-border educational service development lags behind other services such as business, tourism and so on in China-ASEAN Free Trade Area(CAFTA). It is verified from two aspects of theories and facts, combining with qualitative and empirical methodologies, that the function of quality assurance is to strengthen the capability of China-ASEAN Cross-border Educational Service and Market Competition . In theory, it will be clear to some relative concepts and the relationship between some theories as Neoinstitutional Economics, the Regulation of Government, Comparative Advantage and Developing Educational Evaluation and the Development and Quality Assurance of Cross-border Educational service. It will reveal the impact of the factors such as institutional arrangement, geography and cultural advantages, high quality education and teachers resources, bilingul teaching,research capability, the matriculate market needs, quality assurance and so on, on the development of Regional Cross-border Educational Service. In the aspect of facts, an objective description is given to the situation of development and quality assurance of China-ASEAN cross-border education. The project will do a research on the development and quality assurance construction of China- ASEAN Higher Education Service platform, modes and running mechanism via the experience of European Higher Educational Area and Quality Assurance Framework and the Quality Assurance Standard of Cross-border Education in Australia(AQACBE), which will promote the formation of space　and system in the students' mobility and job market, degree structure, life-long learning, the framework of qualification certificate and the transfer and mutual recognition of credits and academic record, etc.. It tries to innovate the capability of China- ASEAN Higher Education Service in the base of quality assurance and construct an Ecological Green quality cultural Higher Education Area, in order to strengthen the regional ability.

项目以中国与东盟跨境教育服务合作滞后于其他服务合作事实，从理论和事实研究两个层面，定性与实证相结合方法，论证质量保障对提升中国与东盟跨境高等教育服务能力功用。理论上，厘清相关理论如新制度经济学、政府规制、比较优势与发展性教育评价和跨境高等教育服务合作与质量保障关系，揭示政府制度安排、地缘与文化优势、高校优质教育与师资资源、双语教学、科研水平、生源市场需求、质量保证等要素对中国与东盟跨境教育服务发展的影响；事实上，客观描述中国与东盟跨境教育服务合作与质量保障环境；通过比较与借鉴欧洲高等教育区及质量保障体系建构经验、澳大利亚跨境高等教育质量评估标准，探索中国－东盟跨境高等教育服务合作平台与模式及质量保障运行机制，促进留学生流动与就业市场、学位结构、终生学习、职业资格认证与学分学历互认等制度建构，以质量保障创新中国与东盟国际教育服务能力，以生态﹒绿色﹒质量文化理念建构高等教育区，提升区域竞争力。

跨境高等教育是推动中国与东盟各国高等教育国际化重要组成部分。目前双方互派留学生已超过20万，共建了“中国-东盟学术共同体”、“中国-东盟大学智库联盟”,中国在东盟国家设立的文化中心已增至6个，跨境高校分校3所，并在东盟国家建立了33个孔子学院和35个孔子课堂，跨境高等教育服务合作与质量保障日益受到重视。现实中，合作与质量保障是跨境高等教育服务必要而复杂的问题，涉及国家教育与人才发展战略，受到社会政治、经济、文化等因素的制约和影响。本项目采用四螺旋、博弈论、势科学、新制度经济学与发展性教育评价等理论，通过比较法、调查法、质性研究及SPSS22统计与分析方法，研究中国-东盟自由贸易区背景下跨境高等教育服务合作与质量保障问题。首先，把广西，中国-东盟自由贸易区桥头堡，作为主要研究区域，通过实地、实证与追踪访谈等调研，对调查结果开展数据统计与分析，提供了“广西东盟跨境高等教育服务合作与质量保障现状与问题研究报告”；以点带面，从理论与实践两个方面探索了中国东盟跨境高等教育服务协同发展模式；第二，把经济学、管理学中的博弈论、势科学与四螺旋创新理论运用于中国东盟跨境高等教育服务合作与质量保障问题研究。拓展并丰富了跨境高等教育服务合作与质量保障理论；第三，深究了欧盟、东盟及澳大利亚跨境高等教育服务：区域协同与质量保障历程及可借鉴经验。两大国际联盟组织及澳大利亚，在区域内外跨境高等教育服务合作与质量保障的内容、学历互认与学分互换互认机制与实践案例及启示；第四，研究了广西与东盟跨境教育服务区域协同与质量保障模式。第五，探索构建中国与东盟跨境教育服务合作与质量保障框架及外部与内部质量评估体系；探索了中国与东盟跨境文化融合、质量文化、双语生态平衡、翻译与国际协同育人平台与模式的建构。本项目研究取得了一批有特色的成果，丰富了跨境教育服务合作与质量保障理论，为实践与实施提供了相应的模式和途径。
