区域工业固体废弃物转移机理与调控管理政策研究

Governments pose a significant challenge in industrial solid waste management (ISWM) due to the large quantity of waste generate. ISW transfer is different because of diverse varieties and affected factors such as geography, economy and policy. Scientific and reasonable control regulation of ISW transfer process, can promote industrial activities and resource recycled efficiency. This research would use waste flow and social network analysis method, establish ISW transfer process analysis framework and research model, analyze characteristics of ISW transfer in a particular area space, identify the main driving factors and influence mechanism, explain the link between industrial activity and transfer path mechanism, put forward the evaluate measure of ISW transfer activity performance. Design control mechanism and policy tool to promote regional ISW utilization, provide scientific support to regional ISWM.

工业固体废弃物在特定区域空间中的转移活动，因为品种差异、行业特性等原因有着不同的转移路径，而且受到区位、经济、政策等因素影响，给政府管控带来困难。因此科学描述工业固体废弃物转移活动，对于促进产业活动统筹协调、废弃物高效资源化利用具有重要意义。本课题提出建立行为-影响-绩效的工业固体废弃物转移过程分析框架和研究模型，剖析工业固体废弃物在特定区域空间的转移特征及其表征指标，识别转移的主要驱动因素，研究驱动因素对转移活动的影响机制与影响机理，尝试解释产业活动与废弃物转移路径间的关联机制、提出衡量工业固体废弃物转移活动绩效水平的定量评价思路，并进一步提出促进区域工业固体废弃物资源化利用的调控管理机制和政策工具，为统筹区域产业发展与废弃物循环利用的管理政策设计提供科学支撑。

工业固体废弃物虽然相较于危险废弃物毒害较小，但是因其品种差异、行业特性等原因有着不同的转移路径，而且受到区位、经济、政策等因素影响，一方面其资源循环利用价值极高，但另一方面也给政府管控带来困难。因此科学描述工业固体废弃物转移活动，对于促进产业活动统筹协调、废弃物高效资源化利用具有重要意义。.本课题通过为期三年的研究，建立了行为-影响-绩效的工业固体废弃物转移过程分析框架和研究模型，剖析了工业固体废弃物在特定区域空间的转移特征及其表征指标，识别转移的主要驱动因素，研究驱动因素对转移活动的影响机制与影响机理，并尝试解释产业活动与废弃物转移路径间的关联机制、提出衡量工业固体废弃物转移活动绩效水平的定量评价思路，并利用转移联单作为工具在产业园区进行实践操作，最终提出促进区域工业固体废弃物资源化利用的调控管理机制和政策工具，为统筹区域产业发展与废弃物循环利用的管理政策设计提供科学支撑。
