嵌入新国际分工网络体系的集群企业跨区域协同创新动力机制与激励模式研究

With the development of the new international division network system,collaborative innovation not only needs internal synergy of various enterprises, clusters and regional, but also needs cross-enterprise, cross- cluster, and cross-regional coordination.Starting with the development of the new international division network, with the space relevance of collaborative innovation among the enterprises in clusters for logical line, based on the studying on basic connotation,structural dimension,functions and characteristics, and evolution trend, this project analyses the running process of collaborative innovation of clusters enterprises embedded in the new international division network system, reveals the internal mechanism applied to cluster enterprises' collaborative innovation by the new international division,analyses its internal and external dynamic factors,sets up its power system model, discusses the cross-regional collaborative innovation dynamic mechanism of cluster enterprise , reveals the driving mechanism of cluster enterprise cross-regional cooperative innovation, builds its multidimensional incentive model, discusses its space incentive mode.In theory, this research reveals the driving mechanism of cluster enterprise cross-regional cooperative innovation, and innovates the cluster development theory.In application, this research probes its motivation modes,and innovates the policy analysis tool.

随着新国际分工网络体系的发展，协同创新不仅需要各企业、集群和区域的内部协同，更需要跨企业、跨集群和跨区域的协同。本项目以新国际分工网络的发展为切入点，以集群企业协同创新的空间关联为逻辑主线，在深入研究新国际分工网络体系的基本内涵、结构维度和功能特征及演进趋势的基础上，分析嵌入新国际分工网络体系的集群企业协同创新的运行过程，揭示新国际分工网络体系作用于集群企业协同创新的内在机理，剖析集群企业进行跨区域协同创新的内外动力因子，构建集群企业跨区域协同创新动力系统模型，探讨集群企业跨区域协同创新动力机制，揭示集群企业跨区域协同创新的驱动机理；构建集群企业跨区域协同创新多维激励模型，探讨集群企业协同创新空间激励模式。本项目研究，从理论上揭示集群企业跨区域协同创新的驱动机理，创新集群发展理论；从应用上探索集群企业跨区域协同创新激励模式，创新政策分析工具。

技术创新是一国获得竞争主动权的重要战略选择，而协同创新是提升技术创新能力的重要途径。随着现代经济日益呈现出明显的集群发展趋势，产业集群成为协同创新体系的主要载体。然而，随着以产品内分工为主导的新国际分工网络的形成，集群创新力的提升难度越来越大，因为在新国际分工网络体系下集群内部垂直分工水平提高，集群参与国际垂直专业化分工的程度也日益加剧，这就要求整个分工网络体系的集群企业“跨区域协同”起来进行创新。因此，如何通过机制创新和政策引导充分调动和激发各集群企业跨区域协同创新的积极性，是提升整个集群和分工网络体系创新力和竞争力的首要关键问题之一。为此，本项目试图以新国际分工网络体系的发展为切入点，以集群企业协同创新的空间关联为逻辑主线，综合运用多种研究方法，从理论上探索集群企业跨区域协同创新的动力机制，揭示集群企业跨区域创新的驱动机理，创新集群发展理论；从应用上探讨集群企业跨区域协同创新激励模式，科学把握集群企业跨区域协同创新引导政策着力点，创新政策分析工具。. 本项目的研究是按照“问题提出——理论架构——实证研究——理论应用”的基本思路展开的，项目的具体内容安排如下：. 首先，以新国际分工网络体系的发展为切入点，探讨了新国际分工体系对集群企业契约关系的影响；然后，分析和揭示了新国际分工下产业集群内生演进过程和机理；接下来，对集群企业跨区域协同创新动力因素进行了理论和实证研究；最后，探讨了集群企业跨区域协同创新动力机制，并提出了集群企业跨区域协同创新的激励模式。. 本项目研究的主要创新点在于：（1）运用超边际经济学理论，构建普遍意义上的内生专业化一般均衡模型，揭示了新国际分工下产品模块化及其集群的形成机理。（2）构建了战略性新兴产业集群企业跨区域协同创新动力因素概念模型，并进行了实证检验。（3）从经济学的重要概念“禀赋效应”入手，分析了集群企业合作创新中交易费用的产生根源，并提出通过降低禀赋效应而降低交易费用，从而使集群企业合作各方的期望收益最大化的激励模式。
