新时代我国沿边区域开放空间格局优化及战略支撑研究

This research divides the traditional open space pattern in China's border area into spatial pattern of China's borders in the new era, which it under the condition of real state, ideal state, and the state of planning. By systematically evaluating the problems of the current open space pattern in the border regions in China, we will improve the supporting system of optimizing the open spatial pattern in the border regions, highlight the role of strategic support, and cultivate new advantages in the development of open economy in the border regions, in order to solve the problem of the inconsistency between the open space pattern supporting subsystem and the strategic supporting subsystems of the open space pattern of China's border regions in the new era. Through strategic support adjustment, we can make it to be coordinated and accelerate and upgrade the open space pattern in China's border areas in the new era, in order to form a completely open new pattern, as soon as possible.

本课题把新时代我国沿边区域开放空间格局划分为现实状态下的新时代我国沿边区域开放空间格局、理想状态下的新时代我国沿边区域开放空间格局、以及规划状态下的新时代我国沿边区域开放空间格局。通过系统评价当前我国沿边区域开放空间格局的问题所在，来完善沿边区域开放空间格局优化的支撑体系，重点突出战略支撑的作用，培育沿边区域开放经济发展的新优势，以期解决新时代我国沿边区域开放空间格局支撑子系统与新时代我国沿边区域开放空间格局战略支撑子系统的不协调，重点通过战略支撑的调整，使其趋向于协调一致，加快新时代我国沿边区域开放空间格局优化升级，尽快形成全面开放的新格局。

我国沿边区域的开放空间格局优化与战略支撑是一个重要的“开放发展”问题。本课题分析了新时代我国沿边区域开放空间格局现状事实特征，归纳整理了沿边区域开放空间格局的发展历程，对沿边区域开放空间格局与战略支撑的影响因素展开了分析，并通过构建开放空间格局指标评价体系、进行系统动力学模拟仿真分析和“一战略对一挑战”研究，研究适合“双循环”新发展格局的我国沿边区域空间开放格局的优化规划，对新时代我国沿边区域开放空间格局优化升级的战略定位、战略目标、战略布局及发展重点进行了探索，以缩小沿边区域现实空间开放格局与沿边区域理想空间开放格局间的差异，解决沿边区域现实开放空间格局与沿边区域开放空间格局战略支撑的不协调问题。本课题在理论上进一步丰富和完善了我国沿边区域开放发展的理论体系，在“双循环”新发展格局下，为制定我国沿边区域开放发展政策提供了理论基础，也为沿边区域开放发展与国家“一带一路”战略接轨提供了决策参考。
