Algorithms of 1.2kb/s vocoder based on the the clustering of Voicing/Unvoicing state transitions depending on the probability distribution Sinusoidal Excitation Linear Prediction (SELP) model is presented in this project. The techniques of multi-frame jointly vector quantization, the dynamic programming pitch estimation etc. are adopted.These techniques bring the vocoder not only high quality of the reconstructed speech, also robustness. The synthesis speech is clear and intelligent, as well as intelligent being in the presence of error bit rate. High quality speech coding at a very low bit-rate, such as at 1.2kbps is one of the most important research areas. It is applied widely, such as mobile communications, secure voice, satellite communication and IP phone etc.
