基于复杂金融网络的日间流动性风险管理与监管研究

Since the outbreak of the financial crisis in 2008, the liquidity risk and the induced systemic risk have attracted unprecedented attention of academia and regulators.With the internatinal framework for liquidity risk management and supervision being spawned, the issue of intraday liquidity risk has officially entered the center of the international financial supervision. The project will synthetically research the intraday liquidity risk in the large value payment system from two related view points of participants and regulators. In the complex financial network of large-value payment system, different mechanism design and interactive gaming between system members will be fully considered. The identification, measurement and management of intraday liquidity risk will be systematically analysed, and the contagion of intraday liquidity risk in the network and the generation and measurement of systemic risk will be mainly studied. The different rescure strategies in order to prevent and mitigate systemic risk will be examined. Through such a comprehensive analysis, a unified framework of the intraday liquidity risk management and supersivion will be developed, and a valuable and operable solution of China's current issue will be proposed.

2008年金融危机爆发以来，流动性风险及其引发的系统性风险获得了学术界和监管层前所未有的重视，并催生了关于流动性风险管理和监管的国际框架，而大额支付系统日间流动性风险问题也由此开始正式进入了国际金融监管的核心层面，但目前国内外的相关学术研究还非常不足，监管实践也普遍滞后。 本项目将综合系统参与者和监管者两个相互关联的视角，对复杂金融网络下的大额支付系统日间流动性风险展开整合研究。在深入研究复杂支付网络的基础之上，通过综合考虑不同系统机制设计和系统成员互动博弈影响，系统分析日间流动性风险的识别、计量、管理和监管，研究日间流动性风险在复杂金融网络中的传播和系统性风险的生成和度量，分析以防范和化解系统性风险为目的的流动性救助策略和模式。借此构建日间流动性风险管理与监管的整体研究框架和制度架构，并针对中国的现实情况提出有价值和可操作的系统解决方案。
