电子出版物的出现是人类信息传播史上的一次最伟大的革命，随着计算机网络的普及与发展，电子出版物的社会影响与地位变得越来越重要。然而，中国的电子出版物尤其是计算机网络型电子出版物的发展却极为薄弱。因此需要对网络型电子出版物的发展战略、政策法规、管理控制及相关技术问题进行研讨，以加快中国计算机网络型电子出版物的发展。
