市场经济下我国农村资本宏观管理模式研究

The continuous、monumental outflow of the rural capital which through the fiscal、finance、Price and so on ways led to the long-term poverty of the Chinese rural. With the propelling of the market-mechanism, the capitals' profit tendency makes the problem of the outflow of rural capital more serious. In order to accelerate the rural development and construct the whole well-off society, it is necessary to make up the macro-management system, which can prevent proficiently the outflow of the rural capital. In fiscal, depend on the legislation and policy, it must be take some measures such as tax, investment, supplement, and transfer-offer so on to give more and take less in rural. In financial, the rural finance, as that of the developed countries, must make the rural capital operate relativity independently which make sure the rural capital can firstly satisfy the rural requirements. So, it must make a serious reforms in fiscal and financial, create the regional public fiscal system, make the rural finance become an authentic financial organization for"Shan Nong".

农村资本长期大量流出影响农村现代化建设。根据西方经验，建立独立的农村资本宏观管理模式极端必要，且已有体制和政策条件，98粮食收购资金封闭运行证明可行；新模式及配套措施方案比较优选，通过管理模式转换，可促进农村经济社会快速发展，可为政府对农村宏观管理决策提供理论指导。
