The scientific knowledge and methods of the core tache of the unconventional emergencies management such as monitoring and pre-warning, and decision-making are presented in this project, under its special conditions and with observations, experiment, theory and their integration of many relative subjects. The goals of this project are to build the theory framework of scene-treatment-type unconventional emergencies management to increase the innovation capability of emergency management science and technology, to advance the science of the national emergencies management system including emergency platform and emergency plan system to provide the decisionmaking consultation for scientifically, effectively and orderly dealing with the unconventional emergencies, to build emergency management subject and train talents, and hold an important degree in the international emergency management science. The fund of this project is to support the investigation and communion for the experts of the unconventional emergencies management.
在非常规突发事件的特殊约束条件下,通过对相关多学科的观测、实验和理论创新与综合集成,形成对非常规突发事件应急管理的核心环节—监测预警与应对决策—的客观规律的深刻科学认识,并提供科学方法;构建“情景-应对”型非常规突发事件应急管理的理论体系,增强应急管理科技的自主创新能力;提高国家应急管理体系(包括应急平台/预案体系)的科学性,为国家科学、高效、有序应对非常规突发事件提供决策参考;构建应急管理交叉学科,培养应急管理创新型人才,在国际应急管理科学领域居于重要地位。本项目用于支持非常规突发事件应急管理研究指导专家组调研和学术交流。
