基于价值与风险系统评估的区域健康医疗大数据共享应用体系研究

Big data in healthcare is the foundational strategic resources in our country, its application and development provide an important support for further deepening reform of healthcare system and building healthy China. In recent years, China has vigorously promoted application sharing of big data in healthcare, provincial municipal and district multi-level of regional health information platform were constructed on a large scale, collecting huge amounts of medical big data. However, due to lack of related regulations, laws and standards and technical problems, it is more risky and difficult to implement application sharing of big data in healthcare. This project takes application sharing value of big data in healthcare as the research object, on the basis of the management practice of shanghai medical alliance platform and health information network, employing the theory of value-risk comprehensive assessment, comprehensively using multi-disciplinary methods of management, statistics, health economics and information security technology , to define the connotation of application sharing value and construct an application sharing value evaluation of big data in healthcare. And the risk assessment index system formed in previous study will be used to identify and evaluate the risk of big data application sharing. Finally, weigh the value and risk level to set up a solution of application sharing system of big data in healthcare based on value-risk comprehensive assessment. Through this project, we hope to accelerate the sharing of big data resources in healthcare and realize the application value of big data in healthcare.

健康医疗大数据应用发展是深化医改、推进健康中国建设的重要支撑。在国家大力推进健康医疗大数据共享应用导向下，全国形成省-市-县多级区域卫生信息平台规模化建设，融合汇聚了海量健康医疗数据，然而相关制度、法律法规和标准的缺失以及技术层面的问题，使得数据开放共享具有较大风险和难度，开发利用程度较低。本项目以健康医疗大数据的共享应用为研究对象，以上海医联平台和健康信息网的管理实践为基础，借鉴价值评估和风险管理理论，综合运用管理、统计、卫生经济、信息安全技术等多学科方法，在界定区域健康医疗大数据共享应用价值内涵的基础上，构建数据共享应用价值评估模型，并利用前期研究形成的风险评估指标体系，对数据共享应用的风险进行识别评价，最后综合权衡价值大小和风险高低，建立一套基于价值-风险系统评估的区域健康医疗大数据分级分类共享应用解决方案。以期加快推动健康医疗大数据资源的共享开放，充分实现健康医疗大数据的应用价值。

区域健康医疗大数据的共享应用价值已得到各界的普遍认可，但由于相关制度、法律法规及标准的缺失，当前健康医疗大数据的价值未得到充分认识，开放共享程度较低，数据的共享应用存在诸多风险和困难。本项目旨在构建构建一套基于价值-风险系统评估且面向多种应用场景的区域健康医疗大数据分级分类共享应用体系。课题通过对区域健康医疗大数据共享应用价值的内涵进行界定，明确健康医疗大数据在政治、社会、经济等方面的长远效益和公共价值；在此基础上，形成了健康医疗大数据共享应用价值评估指标体系和数据开放共享水平评估指标体系；同时尝试对数据共享应用过程中存在的数据隐私泄露、公共数据安全、信息系统安全三类风险进行识别和评价，构建了医疗信息隐私安全风险评估指标。在推动区域健康医疗大数据开放、共享、开发与利用，使健康医疗大数据的内在价值和共享应用价值得以充分展现的同时，确保数据资源开放共享过程中的信息安全和风险规避，满足各界人员对健康医疗大数据的迫切需求，具有重要的理论和实践意义。
