全球价值链重构下贸易保护的影响效应测度与治理体系构建

The deep transformation of the world economy changed and reconstructed the Global Value Chain(GVC) which has been formed in the earlier stage, meanwhile, it also bring an increasing of trade protection. Aiming at what is the effect of trade protection and how to govern the increasingly trade protection under the background of GVC, our project would measure the effects of trade protection and put forward the scheme of governing the trade protection. On the respect of measuring the trade protection effect, one side, our project would use the Economics Model to calculate the “GVC reconstruction Effect”，which study the impact of trade protection on GVC embeddedness and upgrading; the other side, our project would also use the CGE model and other model to calculate the“Welfare Effect” of transmission mechanism of GVC, which study the impact of trade protection on trade, output and employment under the path of GVC. On the respect of constructing the trade protection govern system, our project would depict and test the important role of GVC embeddedness to decrease the trade protection from theoretical and empirical aspects firstly, combining with the study of measuring the effects of trade protection, our project would put forward the protection govern system relating these contents: Strengthen the GVC integration and realizing the coordinated governance of trade dispute.

世界经济的深度转型造成了已形成的全球价值链分工模式正在发生调整，同时也带来了贸易保护的迅速增多。针对全球价值链重构背景下贸易保护存在何种影响及如何治理日趋频繁的贸易保护，本课题拟测度全球价值链重构下的贸易保护的影响效应并提出实现贸易保护治理的方案。贸易保护的影响效应测度方面，一方面，本课题拟基于经济计量学模型测度贸易保护的“价值链重构效应”，即研究贸易保护对全球价值链嵌入、升级的影响及作用机制；另一方面，将基于CGE等多种模型测度全球价值链分工网络下贸易保护的“福利效应”，即在全球价值链分工网络下研究贸易保护对贸易、产出和就业等方面的影响。贸易保护治理体系构建方面，本课题首先拟从理论和实证两个层面刻画和检验了全球价值链嵌入对减少贸易保护的重要作用，同时结合贸易保护的影响效应测度方面的研究，拟提出构建以加强全球价值链融合、实现贸易争端的协同治理等为内容的全球贸易保护治理体系。

世界经济步入深度转型期，贸易与投资的自由化所形成的全球价值链分工模式正在调整。在这种背景下，本课题研究重点研究了全球价值链重构以及在价值链重构下贸易保护的影响。本课题一方面从企业、行业层面对全球价值链嵌入、位置进行测度，并对测度结果展开应用；另一方面在全球价值链关联背景下研究了贸易保护对当前现实问题的影响结果；同时还考察了全球价值链对减少贸易保护的治理作用，提出了构建以全球价值链为导向的贸易保护治理体系。本课题发现，从2000-2015年中国企业、行业全球价值链嵌入和升级都表现出了较好的发展趋势；融资约束、汇率变动、外商直接投资、产业政策和供给侧改革等都对中国全球价值链发展具有重要作用；全球价值链关联下已有的传统作用效果更为明显，表现为全球价值链关联下，贸易保护对于上下游关联企业的股价波动、创新的影响作用更大；全球价值链之间形成的关联关系对于减少贸易摩擦具有重要作用；因此要不断推进完善全球价值链主体的贸易保护治理。本课题研究形成了企业全球价值链数据库，丰富的研究成果对于填补相关研究的局限具有重要作用。同时，课题研究为企业、政府在全球价值链背景下思考如何减少贸易保护的损失和实现全球价值链升级提供了依据；从理论和政策层面为国家适时调整贸易政策和实现贸易保护全球治理提供依据；最后，在全球价值链重构背景下规范的研究了贸易保护的“价值链重构效应”和价值链背景下的其他影响效应，这就为贸易保护的影响效应的研究提供了可参考的理论框架。
