西北地区农村资源破坏典型分析及其控制机制研究

Northwestern China is relatively backward in economy development and aboundant in rural resources(RR). In fact, RR has been damaged seriously. The main gain of West Development Target in China is to pull the regional economy develop by deeply exploration local resources. At the same time, Northwest China, a region of taking rural economy as body economy, require to change it's economy growth model that based on consummation large of RR and to relize sustainable,quick development. Acording to deeply development, sustainable utilization, the research definited the RR damage included bot h crosswise and longitudy understanding on the basis of protection RR and resources base taking the relation between natural resources, environmental resources and human resources. RR utilization in Northwest China could be divided into 5 kinds models since 1949 by positive practise. The value of Northwest China rural natural resources damage researched more RMB 35010 milliom yuan in 1999 through Cofficient enlargement approach. It's very serious condition that Northwest China supported by fuzzy assessment and AHP. On the view of operation and management, Northwest China RR damage operator out of control, organization in low efficiency and government beyond coordination show obviously. After analysis these above, built a control mechanism of RR damage which included micro-operation, medium-organization macro-management and total-coordination. All of the research, on one hand, could fill the theory vacancy in rural resources, on the other hand, put forward the theory and positive foundation for government to make RR management sysytem and safeguarding policy mathed local development.

在经济后进的西北地区，农村经济增长和工业化及城市扩展都对农村资源构成严重破坏。本项目按照深度开发、持续利用思路，立足保护资源基础，从自然、环境、人力三方面典型分析西北农村资源破坏，从微观、中观、宏观、总体四层次研究西北农村资源破坏控制机制。既可填补理论空白，又可为政府改进农村资源管理体制和保护政策提供理论及实证依据。
