建立健全与形成新型工农城乡关系相适应的农业龙头企业扶持机制与政策路径实证研究--以江西为例

Based on 50 samples of leading agricultural enterprises from the key agricultural areas in Jiangxi Province Of China,this project aims to establish a connection mechanism between the policy objective for the integration of urban and rural areas and that for the leading agricultural enterprise,and find out the policy routes which suitable to realize Government objectives.The main research plan is as follows:(1)To make clear the objectives for the integration of urban and rural areas and indicators to measure the progress of this integration,with a model to join them together;(2)To make clear which policy objectives are more suitable for the leading agricultural enterprises under the background of the integretion of urban and rural areas;（3）To set up a model to measure the contributions made by the leading agricutural enterprises which suitable to enhance the progress of this integration;(4)To measure the relation between the performance made by the leading agricutural enterprises and the progress of the integration of urban and rural areas by the method of correlation analysis and co-integration analysis;(5)To find out the best policy routes for the leading agricultural enterprises to realize the Government objectives.

本项目以江西省为例，从江西省主体功能区规划的农业主产区选择省级以上农业龙头企业50家为样本，研究建立健全与形成新型工农城乡关系相适应的农业龙头企业扶持机制与政策路径问题，主要研究内容：（1）反映新型工农城乡关系变化的指标设计与综合评价模型的构建；（2）与形成新型工农城乡关系相适应的农业龙头企业政策支持的目标分析；（3）适应新型工农城乡关系发展需要的农业龙头企业评价指标与评价模型的构建；（4）适应新型工农城乡关系需要的农业龙头企业经营绩效与新型工农城乡关系政策目标之间的相关分析与协整分析；（5）与形成新型工农城乡关系相适应的农业龙头企业扶持政策路径分析。通过研究，建立描述、观测"新型工农城乡关系变化"的分析工具；将扶持农业龙头企业的政策目标与形成"新型工农城乡关系"的政策目标融合起来，从更高的目标层面上把握扶持农业龙头企业的政策目标和路径选择。

扶持农业龙头企业的政策目标及其路径需要从适应“农业两个根本性转变”的需要转变到适应“城乡一体化”、乡村振兴的需要。“城乡一体化”的进程可以从第一产业就业结构与产值结构的偏差、产业结构偏离度、二元结构强度系数、城乡居民之间的收入差距、财政支农支出的比重和农民组织化程度等几个方面进行观测。与此相联系，扶持农业龙头企业的政策目标可以表现为：农业龙头企业的主营业务应不断增长；农业龙头企业的主营业务增长在企业的整体增长中应处于核心地位并有逐年上升态势，或者主营业务增长至少不低于企业的整体增长；农业生产的专业化、特色化不断拓展，“一村一品”、“一乡一业”的格局不断扩大；农业龙头企业带动的农户数量和吸纳农民工就业的数量稳定增长；在农业龙头企业与农户的利益联结中，“龙头企业+农民合作社+农户”模式不断发展。研究发现，支持符合条件的龙头企业开展中低产田改造、高标准农田、土地整治、标准化规模养殖基地等项目建设，是一项带有基础性、长远性的重要政策措施，应当继续加大扶持力度，选准扶持项目，有计划、有安排地延续下去。
