我国建设工程质量保障体系完善的研究

In the field of construction project, it is very important to control and safeguard the quality of projects because it affects much to the environment and human society to construct a project and it last for very long time. Since the several years, grave accidents concerning the quality of construction projects often occurred. These accidents bring damages of large number property and many people were killed or hurt. This condition indicates that there are severe defects in our country's safeguard systems of the quality of project. The reason for those accidents causing by the poor quality of project is not the low level construction technology, but is the defects existing in the administrative system of the tendering and bid institution、supervision、dividing of contract and so on. Those defects of the administrative system is directly related to the backwardness of our theory research about these fields. This project will try to resolve these theory problems. This project will give a summation of our country's construction law system, will investigate and study and compare the international safeguard system of the quality of project. From this ground , this project planed to research on these issues as followed. That is the problems existing in the contracting and contracting-out system, especially about how to understanding the legal character of tendering and bid and how to perfect the tendering and bid system; the problems about how to perfect the construction supervision system, especially about making clear the supervision agency's nature and status, so they can be made full use in the safeguard system of the quality of project; the problems and how to reinforce the administration of construction project contracts and enlarge the affection of the contracts in the safeguard of the quality of project; the issues about how to perfect the function of government supervision agencies of quality; issues about how to dividing the quality liability between the project constructing bodies(including owner of the project、constructing body、designing body)and intermediate bodies(including supervision body、advisory body、agency body).

我国工程质量保障体系存在严重缺陷。本项目拟在调研比较国际工程质量体系的基础上，研究工程招标的性质、监理单位的性质，研究政府质量监督职能和建设主体、中介机构的工程质量责任分担并建立数学模型问题。这些理论问题的深入研究和明确，会对工程建设管理体系的改革提供帮助，对具体工程项目的质量管理提供指导。最终提高我国的工程建设质量。
