社会信用制度建设的管理理论与实现机制研究

Due to the fact that social credit system plays a significant role in the development of socialist market economy, this project will explore some key techniques, construction standards and realization mechanism of social credit system in terms of the multi-level and multi-agent characteristics of social credit system and big data analytical techniques. This project includes the following four research contents. 1) In terms of correlation analysis of multi-level and multi-agent factors, this project will analyze the relationship of social credit system and economic-social developments deeply, construct the theoretical framework of social credit system, and present three key issues of social credit system. 2) Using big data analytical techniques, this project will construct some key technologies including multi-level and multi-agent social credit database system, multi-agent-based social credit evaluation and risk measurement models, and multi-level-based evaluation system of operation environment of social credit system for social credit system which is suitable for Chinese situations. 3) This project will systematically study the core standard system for social credit system construction based on the multi-level and multi-agent characteristics of social credit system. 4) Using the results from empirical analysis, this project will explore some construction modes and realization mechanism of social credit system that is suitable for Chinese situations.

鉴于社会信用制度建设在我国社会主义市场经济发展中的重要作用，本项目从社会信用的多层次多主体特征出发，采用大数据分析技术，开展适合中国国情的社会信用制度建设关键技术、建设标准与实现机制研究。项目的主要研究内容包括：1) 从多层次多主体因素相关分析出发，深入分析社会信用制度与经济社会发展的关系，并构建系统的社会信用制度理论框架并提出三个核心问题；2) 基于大数据分析技术，开发适合中国国情的社会信用制度建设关键技术，包括：立足我国国情的多主体多层次社会信用数据库基础框架，多主体的社会信用评估与风险度量模型，以及基于多层次的社会信用制度运行环境评价体系；3) 从社会信用的多层次多主体特征出发，系统研究社会信用制度建设的核心标准体系；4) 在实证研究的基础上，探索适合中国国情的社会信用制度建设模式与实现机制。

该项目针对社会信用体系建设存在的关键问题，围绕社会信用体系的数据集与数据库等基础框架、信用风险评估与风险度量等关键技术、结合国家和地方实际情况的社会信用体系核心标准、符合中国国情的社会信用体系管理模式和实现机制等四个方面开展研究，取得了一系列重要研究进展。主要研究成果包括：(1)根据社会信用体系的基础框架，收集和整理了5个社会信用体系建设的数据集和数据库；(2)基于大数据与人工智能方法，开发了10类主要的信用风险评估和信用风险度量技术；(3) 结合国家需求和地方实际情况，联合有关部门和地方政府制定了3类社会信用体系核心标准；(4)结合国家需求和地方省市实际情况，在四川省、成都市等地开展了社会信用体系管理模式和实现机制的探索。截止目前，该项目已发表65篇论文，其中53篇被SCI/SSCI检索；获得25项国内外学术奖励或荣誉，其中国家级奖励或荣誉3项，省部级学术奖励或荣誉9项，国际学术奖励或荣誉7项。应邀在国内外学术会议上作大会特邀报告或大会邀请报告40次，培养中青年领军人才3人，青年拔尖人才1人，青年学术骨干2人，博士研究生14人，硕士研究生18人。根据研究计划与完成工作，该项目已经完成项目预期目标。
