新疆于田县灾后服务业发展规划研究

Through the study of this subject, grasp the interaction of agricultural, industrial and service of Yutian county, research the particularity, basic rules and trends of poor minority county services development, , put forward some new thinking and new knowledge from the deep theory ,fill the current research on the development of services in poor areas of deficiencies and the lack of ethnic minorities in Xinjiang, and hope that the relevant departments and people in Xinjiang minority poor areas study the services development deeper and more systematic.. The concrete content includes:Based on the commentary of services domestic and foreign dynamic research, describes the relationship between services and employment and strategic significance of the services development of Yutian county after disaster; analyze Xinjiang services characteristics and development trend, evaluate Yutian county services development status and analyze SWOT, clarify the ideas and goals of Yutian county service development and the main task of services development,explore the spatial layout and the main of development , reform and improve the development of institutional mechanisms for services, provide the planning basis for Yutian development services.

通过对本课题的研究，把握于田县农业、工业与服务业的互动融合机理，研究少数民族贫困县域服务业发展的特殊性、基本规律和发展趋势，从理论深度上提出一些新思考和新认识，填补当前对新疆少数民族贫困地区服务业发展研究的不足和欠缺，并希望引发有关部门和人们对新疆少数民族贫困地区服务业发展更深入、更系统的研究。具体内容包括：在对服务业国内外研究动态进行述评的基础上，阐述服务业与就业的关系及于田县灾后服务业发展的战略意义；分析新疆服务业发展特征与发展趋势，评价于田县服务业发展现状并进行SWOT分析，提相互（明晰）于田县服务业发展的思路与目标，明确服务业发展的主要任务，探讨服务业发展的空间布局与发展重点，改革完善服务业发展体制机制，为于田县发展服务业提供规划依据。
